In my opinion the problem is Redfern. I might also add that the problem very well could be Vaucluse, Blacktown, Beacon Hill, Penrith, Dee Why, Palm Beach or any other suburb .... if heroin or any other drug is involved.

There are some who want to make this a racial issue, and in that sense they, themselves are thier own worst enemy.
